over the whole Borough. Why should the What is there in the
inhabitants of York or Bristol that they should
be less punished for debt or misdemeanour than those of Lostwithiel or Carmarthen?
Consider Whether Punishment or Compulsion
be the effect, if the end of Imprisonment can be obtained
with the indulgence of a mile to range in,
that indulgence ought is every where to be allow'd; if not, nowhere.
in Lostwithiel whatever be the offences for which
a man is subjected to Imprisonment only, if he
happens which may well enough be not to want
