The first man who boasted the doctrine
The inventor of the system of the original contract,
or at least the first man of great name
to whom it is customary to consider as the author
of it is Locke: the use of it was to justify resistance
in possible cases under a monarchy monarchical government, and
to combat the then fashionable doctrine of passive obedience, which
forbade resistance in any case, under pain of
divine displeasure. The choice invention was a most unhappy
one. The reasonableness of occasional resistance
wanted no such support not the support of any system: and this system
was not capable of supporting any thing. In the
first place, there never was any such compact
entered into: in the next place the King's p a
breach of it would not according to the general reason
of compacts, amount to a forfeiture. The King's
being acknowledged in all lands to have been guilty
of a breach of the compact would not afford a better any
reason for ceasing to obeying him, there wa in
addition to whatever other reasons for it there might be.
