Rousseau born under many headed government commonwealth, took up
the fiction of Locke and applied it to a commonwealth.
(Instead of one contract for 25 million
of people, Rousseau makes 25 million of contracts.
In Locke the contracting parties are the King on
the one part, and the people on the other.)
In Rousseau, each one individual of the people in their own part
and all the rest of the people in the other.
In Rousseau each one of the people contract with
one another: that is when clearly expressed such
one contracts with every other: that is in effect
a complex contract which being resolved into its
component parts constituent elements includes a contract as many
contracts as there are contractors, each one in
one part contracting with all the rest together on
the other.
