Principle of utility why explained

The principle of utility is the foundation of
the ensuing present work: [the ground and only ground of all
the speculations that will be met with in the course of the present
work:] it will be proper therefore at the outset to
give a determinate account of what I mean by it.

By utility I mean that property in any object
whereby it tends to produce its a good the or pleasure, theor Utility, what
happiness (all this in the present case comes to the same
thing) or (what again come to the same thing) to prevent the happening of to the evil, the pain, the or unhappiness
of to the party whose interest is considered: if
that party be the community in general, then the happiness of the
community: if a particular individual, then the happiness
of that individual.

Principle is a term of very vague and very general Principle, what
import: its is given to any thing which serves as a beginning or foundation to a series of operations:
of mental operations in the present case.

The principle here in question here is an act of the
mind; a judgment sentiment; a judgment sentiment of approbation: a judgment sentiment
which approves of the utility of an
institution ( meaning understand the utility of it to the community
in general, the public utility) as that quality
in it the degree of which ought to determine whether
such institution ought or ought not to be established.
