Ch. 1 Of the End in view is the business of legislationCh. 1 of the General End to which the questions of legislation
ought to be directed.

General end of legislation sending to the principle of utility
According to the principle of utility the general
end to which [ every operation of legislation
every exercise of legislative power] every exercise of
the power of government and in particular of legislative power ought to be directed, is
happiness: -
the maximum of general happiness: - the greatest
possible happiness of the greatest possible number of
the numbers of the community in question
in whose interest the measure in question appears
likely to have an influence.

2. The principle of utility of assumed as the all governing principle
The principle of utility is that by which the
enquiries made and by which alone the and recommendations given will
be exclusively directed. A disposition in the part of
the reader to pay an equal deference in the dictates
of this principle, is therefore all along tacitly taken for supposed
granted. Should the principle itself appear in
the judgment of any reader to stand in need of corrobation
or definer, he will find are endeavours need
to give him satisfaction in an Appendix at the latter
end of this volume. work
