Here as in surgery and medicine, every thing is
grounded upon experience and observation: upon the observation of
such and such feelings as resulting from such and
such actions of individuals on the one hand, and such acts laws
the result of legislative agency action on the other: no
recommendation given rested upon any ground: no recommendation
passed upon the reason but in as far as it is supported
by that ground, in as far as it has experience and
observation for its support.

Thus every thing turns upon a play of words
upon demonstrations, pretenced demonstrations made
up out of words and nothing but words – upon
the
without the smallest reference to or mark of regard
for attention to human feelings – without any the smallest most distant
reference to experience or observation – the propriety
of the course of action conduct means recommended is always
assumed never demonstrated, but is never made out
from by reference to human feelings. A constant
petitio principle runs through the whole tenor is carried on from beginning to end of
the work. Two media of proof are alternately employed
– arbitrary allegations of right, and arbitrary
definitions.
