In the business of legislation In a word this new system, this system of utility,
bears exactly the same relation to the natural ones systems
on the same subject, as in natural philosophy the explication of natural
phenomenon the method invented by Bacon and pursued by
Newton have bore to the method of the schoolmen
which it has succeeded and which it has so long
ago to oblivion. The only difference is, that
in natural knowledge physical investigation experiment is a necessary
addition supplement to experience and observation, natural bodies
will not at all times of themselves put assume themselves
into the situations into which it is necessary they should
occupy for the purpose of giving as full information
with respect to the properties of natural bodies, with
respect to the power of nature. Experiment or
purpose is not necessary to inform shew us what is felt
of the phenomena that takes place within the human
breast upon the feelings that upon the want
of a recent life or of a recent gain upon the recent apparent approaching
opening of a prospect of appointing loss or gain
upon the recent of apparently approaching infliction
of a wound to person or reputation: experience teaches
it to the most unpractised: observation as far as the
feelings of one man breast can be translated into another –
teaches it to the most negligent. In physics, the severity
the ingenuity, the merit may consist in the of the
fact: here it can consist only in the application.
