Civil Introd. 3 Ends/about the others

Liberty, as hath been already been observed, is distinguishable
into three very disparate branches, personal
liberty, constitutional liberty, and interactional
liberty. Personal liberty has been already stated to
be a branch of security, a branch of personal security,
the absence of coercion.

Constitutional liberty, liberty in a constitutional sense
is again distinguishable into two very distinct and
widely different disparate senses. In one sense it is synonymous
to constitutional security and comprehends means security in all
its branches in as far as the security of the individual
depends upon such part of the law as reflects constitutes the texture of the constitution
or form of government: or more particularly security
from all damage of all sorts considered as liable to accrue
to individuals by reason of abuse of power on the part of persons
exercising the powers
of government. In this
sense it is the absence
of danger to individuals
from abuses of
power on the part of
persons exercising the
powers of government.

In the other which may be termed the party since it
announces not only the result and effects of the form of government
in question [whatever it be] in this point of view, but it
involves in its import the consideration of a particular
form of government. It involves in the consideration
of the degree of security as against abuses damage resulting from
of power on the part of persons exercising the powers
of government the assertion proposition that the measure of that branch of security
existing in every community is exactly in the proportion
in the share which the whole body of the people to
be governed possess in the exercise of the power of
government.
