In whichever of the three last senses liberty be understood
it is either a branch of security, it is
either comprised under the head of security, or it is
of no value. Supposing the security in every
branch of it as above distinguished as entire under in
a pure monarchy as in a pure democracy, the most
zealous partizan of democracy would hardly find
a reason for numbering the establishment or preservation of democratical
government among the ends of law. Supposing
security in every branch of it as above
distinguished as entire in a dependant as in
an independent nation, the most zealous stickler for
national independence would hardly find a reason
for numbering contain the establishment or preservation of national
independence among the objects worth contending
for. As to the numbering it among the ends of law
this would in general be to little purpose: for as some
in as far as nation and nation do not recognize live under the authority
of the same law, when if a nation that has been
accustomed to dependence on another nation looks happens
upon to conceive that independence is becomes necessary to its
security, it is not by laws alone that the such
an object can be accomplished.
