All this while, what is become of Liberty – The
A catalogue of political blessings given, given as a
compleat one, and Liberty comprized in it? ...
Liberty, the only branch of liberty here in question, is
comprized in it, it is a branch of security – of
personal security.
Liberty may be distinguished into personal and
political. Personal liberty in the its largest sense of the
term is the absence of coercion: of every species of
coercion: in its narrowest sense it is particularly
opposed to that branch of coercion which regards the
faculty of loco-motion.
I am deprived of a share
of personal liberty in the largest sense in as far as I am either prevented
by bodily force of fear from be this doing any thing which it may
happen I had rather should have been glad to have done, or obliged or compelled to do any
thing which it may happen I had rather not have done.
I am deprived of a share of that particular branch of my
personal liberty which concerns has reference loco-motion, in as
far as by such means as above I am prevented
from going out of a place, a prison for example
out which it may happen that I should be have been glad to go out of had rather have
gone out of, or prevented from coming into a place
my native country for example or my native town
which it may happen that I should have been glad
to come into: or what comes to the same thing compelled
to stay in the one or out of the other.
