Ch. 2. Ends immediately subordinate – Security
Subsistence, Opulence or Plenty, and Equality.
When from the wishing to particularise the ar
general and that ought perhaps to which the degree
exercise of legislative power ought to be directed, we
descend from the consideration of that most general of
all ends to the general ends immediately subordinate
to it, the ends characterised by the several words terms
of security, subsistence, plenty (opulence or abundance)
and equality, present themselves to our view.
Embracing these several subordinate ends it
and comprising the examination of them in that
quality in one sentence or proposition, the study or object of the legislator we may say
ought to be so to order matters as that all the several
members of the community taken together may possess
and enjoy the matter materials component elements of subsistence and opulence in
as perfect a state as high a degree of security as possible, and distributed
amongst them with as much equality as is
consistent compatible with the superior interests of security.
