Civil 5
The neglect so commonly shewn by reformers
or and would be reformers to the interests of individuals
has its root in an error of in point of <add>in the way of </add> calculation.
The public that is the unassignable individuals commonly individuals
whose interests are expected on whose account
No reform is set on foot or wished to be set on
foot, and whose interests are expected to be benefited
by it, are alone exclusively regarded in the business:
the interests prejudiced by it being either not sufficiently
weighed or left altogether out of the account.
What seems very frequently not to occurr
to these zealous promoters of the public good to reformers in the ardour of their zeal: is,
that as a faggot is comprised of sticks, so is the
public of individuals: that one individual is as
much a member large a portion of of the public as another individual:
and the happiness of the one as much a portion of
the public happiness of the public as is the happiness
of the other.
If the indivu interests of the individuals prejudiced
by the reform are not altogether overlooked,
still they do not meet with sufficient regard with
a regard proportioned to their magnitude. Nod The account
is confined to numbers. The numbers benefited
by the reform are many, it is said the numbers
prejudiced by it, few: it is for the interest of the
few
