II The reduction of the rate
of interest from negativing

as retard the redemption
of the principal. On
the contrary it promotes
it: inasmuch as the
saving resulting from
that reduction, will
of course be applicable
to the augmentation of
the fund for the redemption
of the principal,
in whatever proportion
mayshall be thought proper
