Of the operations by which a cause is removed
from one Court into another, delay is an essential and inevitable
result. But, d taken by itself, delay is so much all delay is evil
pure evil: it ought therefore to be either introduced or suffered
but in so far as it comes accompanied and outweighed by
some greater good.

Removal therefore ought not to be suffered in any case introduced
or suffered, but for on some assignable and specific
reason or reasons ground or grounds, coming within the description just alluded to What these are may be will be considered
further on in another place.
