On one account it seems matter of good fortune to the
present age, that this anomaly has taken place.

In regard to the two branches still exercised by the
King, by the hands of his delegates, it has long been settled
that it could answer no good purpose either of such reference to the public ends of justice public justice or with reference to
his own personal ease comfort and satisfaction, to attempt
exercising
them by his own hands. Accordingly, a practice
so long settled in practice, and so well established in
principle, seems not at all likely ever to be departed
from in any future instance.

On parting with the highest and most absolute power
which is exercised by a man when occupied in giving effect
to his own will by his own sole immediate and individual
exertions, the King in these two particular instances, has
always all along retained that mode of operation which comes next
in efficacy, viz: the appointing on each occasion the
individual members hands persons by whom the power in question
shall be exercised.

Of such separated temporary and continually appointment
the consequences are these.

1. Whatsoever be the occasion, if he it happens to him to
have formed any opinion or will of his own, he possesses the
faculty of acting by the hands of those in whose part he
expects with the fullest assurance to find the manifestation
of the same opinion and the same will:

2. Supposing him in any instance to have been disappointed
in this expectation by the court, it is in his power effectually to guard
if not against experiencing any such disappointment, and at any rate
against the later disappointment at the hands of the same person:
viz: by taking care not to put him in future into any such .
