At the bare mention of such a state of things those
ideas sentiments will be naturally apt to present themselves together to every
right constituted mind well formed rational mind, at least to every well-formed
mind uncorrupted and unperverted by sinister interest and or
interest begotten prejudices: 1. regret that on the part of
the rulers of nations instances an instance of such a degree of helplessness
and improvidence should any where and to any extent
be found subsisting still in existence: wonder to by what cause or causes
so palpable as well as deplorable a deficiency should may
have been produced.

Among the causes may be distinguished the immediate
and the remote: each will reflect light upon the other.
