And now, my Lord, in the name of the good people
of Scotland, who in this instance at least I flatter myself,
will not disavow me, not to speak of those of England and Ireland, let me make an appeal to
Your generosity, to your consistency, to your Love of justice
to whatever virtues concurred in determining Your Lordship
to look now round and apply try what could be done toward
the relief of the oppressed our oppressed fellow subjects in the character of suitors.

So many causes suits periodically applying for relief justice at the toughest
fountain, so many only able to obtain it: so many
instead of that drenched with the bitter water, denial of
justice.

In these In these cases Your Lordship felt feels an anxiety to administer give
relief: from the bottom of my heart I thank honour you for it.
But whence comes this anxiety? From the mere desire of
curing the House of a portion of its burthens burthen? My Lord
the House shoulders of the House are but figurative fictitious shoulders:
and the real shoulders bear not, any of them the Speakers alone excepted any other portion
of it than they please.

Where then are we to look for the objects of this anxiety?
an anxiety, with never to be thought of by which I can not look to without respectful
sympathy, having been a sharer in it, though if I may take the liberty of saying so, upon a somewhat
more extended seat for at least these years? Among the
suitors doubtless who are thus regularly enduring the torment
of denial of justice. But to my Lord, who are those, that
you should be thus mindful of them? Each of them are out
of perhaps a hundred, distinguished from those 99 the 89 99fellow subjects, not by
superior mind of justice, not by superior title to justice, but by one only
mark of distinction, superiority of opulence.
