Defence or Preface for Fragment

If accordingly So again should any man be unjust
enough to impute to any one of his Majesty's Minisers
present or future or to the Members Inhabitants of any House or any of any Room any such design or even wish as that
of letting on Bonaparte, is that of lessening or even of
preventing stopping the encrease of the number and or extent of
the dependencies of the Empire, he may be set down
upon the same list. Tho Weak indeed must he be
neither the richest nor the weakest among them all
could expect to be so much at his ease under Bonaparte
as he is under his lawful sovereign: and the greater
in number and extent are the dependencies, the greater
in number and value may be the places.

There never has been a time in which in the
eyes of those who governed it, this great country had not
its use. But with the complexion of the times changes But different times gave birth to different uses
the shape and nature of the use. In the time of Rufus
its use the use of it consisted in affording harbours for stags and foxes:
at present the use of it consists in affording matter and
pretence for places.
