Defence or Preface for Fragment

whoever suppose that the same lawyer who has been heard barking at arbitrary power would not, in a different term of the
ends been heard speaking in defence of it, is a simpleton .

That accordingly of Not only the monster Reform, but in account of
the suspicion entertained of his being relation of the monsters

that the improvement a proposed is of no worse
sort than that which has for its subject matter gentlemen's
own estates or the roads or canals that lead to
them: provided always that, in the case of the canal,
the beauty of the prospect be not touched.

of this sort not to speak of reform every attempt at introducing every the slightest motion toward improvement
is not only resisted as an innovation absurdity, but felt as an
injury: and that the more extensive extensively and beneficial
the improvement promises or thereabout to
be, the more to the country the more formidable

of the country in their hands.
