on the part of the rulers functionary has every thing to ( lose and to fear

1. When a charge is then made public, the functionary
being apprised of it, has in his hands full knowledge
of his the nature of it and of the which in the
supposition of his innocence will be but must conducive to the
rendering itclearing his character of the imputation manifest. Whereas when the possibility
of making the charge public will sly is taken away, men will
be the more industrious in gaining private circulation to it
in which case the in the continual course of things, the
guilt charged will become greater and greater than
the guilt really incurred: a man's character may
then have been destroyed and infamy in various classes
inflicted a line content knowing it and for want of
its having been in his power to defend himself under from it. 19
