6 2. Of delusion – the second of the instruments considered Instruments the hand of those which are peculiar to Misrule:
and peculiar to Misrule as compared with Good-rule.

In the character of an instrument of misrule,
delusion has place and operates, in so far as, by some
erroneous conception or opinion, individuals, who but
for the error would not be as engaged operated upon in
such sort that they give support to misrule, either
by adding themselves either to the number either of those over whom it is exercised
or those by whom it is exercised.

Note here the relation between corruption and delusion.
Corruption applies itself as above to the will immediately; it
has no need to operate in the understanding. Delusion does
not apply itself to the will immediately: it applies itself as
the will no otherwise than through the medium of the understanding.
In what manner the application is made will
be seen presently.

Only in so far as it operates as an instrument
of misrule does delusion belong to the present purpose. But
by this restriction so scarcely is delusion in any
shape excluded: such is the need which misrule has of delusion
as well as of corruption, and such the power which
it has of pressing delusion in every shape into its service an instrument so
serviceable: of par engaging it in whatsoever shape it is
capable of operating, and from whatever source it is capable
of being derived.
