Codification Proposal

2. Why all wait for Invitations why not would for

Answer. For such to work, from an imaginable
quarter was has the suit reputation of any such invitation been reasonably to be expected.

1. The Without express provision and information the existence of
any individual competent even in his own eyes to the
execution of such a work was not to be anticipated.

2. In the instances in which from an authority to one in check
an offer directly made a favourable end had naturally an incipient initiative acceptance had been
given
been but, definitive and effective acceptance had not followed. The
Spain acceptance had been was given by the – the of
Ministers with information that the offer had been laid before the King. But of any acceptance
by the Cortes or
from the King no advice
being at present down be the time 17 Novr 1820
been received

Doubtless supposing that invitation to have given
if in any instance invitation had been given, the
supposing the individual not unworthy of receiving the
not a would have been more honourable to both parties
and more encouraging so that one of them to whom
for the his support under a work of such
unexampled difficulty and labour, encouragement
would have been so eminently as serviceable, not to if not
altogether
say indispensable.

But on this occasion the proper
question is – not what course would have been most
gratifying to the feelings of this or that individual, but what
would be in the higher degree conducive to the happiness
of the nature in the first place of this or that particular nation, in the next place
of eventually of the whole human race.
Regarding himself as not incompetent to the rendering
service to mankind in this shape and to this extent
was it for him to have declared rendering it, and for no
better reason than not having received in the shape in
question, personal gratification to his passions of pride and
vanity. With never such prospect before him, a real love of
mankind would not
he be ready to pick
the dust at the feet
of the individual
of the species
given rather than forego
all chance of being
without such a
service?
