In general, in the composition of a mass of mass of
the matter of corruption or any corruptive influence operating
as an instrument of misrule, the matter of good is regarded
as being the sole ingredient. It is so to no inconsiderable
an extent. But to a considerable and probably even
greater extent the matter of good and the matter of evil
are in one no shape way or other employed in the composition
of the instrument: the matter of good operating as an inducement
of the alluring kind the matter of evil operating
as an inducement of the intimidative or say coercive kind.

For let us Seem in an example a mixt is limited Monarchy.
Enter the following distinguishable cases.

Case 1 In a limited or say mixt Monarchy, the Monarch
gives a representative of the people to understand that if he
will continue giving vote, or and occasionally vote and speech for
such or such a number of years in a manner satisfactory to the Monarch, he shall at the end of the time
