Case 5. By the performance exercise of an act to which
punishment is annext by law or that which has the in this
particular has the force of law, a man stands exposed to
punishment. The inducement operating as an instrument
of corruption is the hope of obtaining at the hands of the
Monarch exemption from such punishment. But coupled
with this hope and in point the order of them naturally antecedent to it of
time
is the fear – the fear of the punishment whatsoever
it be. Here then is another instance in which to impose
the instrument of corruption or any corruptive influence, hope
and fear the matter of good and the hop matter of evil –
hope of the one fear of the other are combined.

In Upon the whole In a general point of view the any inducement composed of
fear
and consequently the corruptive influence which
is composed of fear is stronger and more efficient in its operation
than the inducement and consequently the corruptive
influence which is composed of hope. The mass of evil
to which man is stands exposed is greater than the mass
of good of which he is susceptible capable of receiving. Even Take even
the case where by the same object according to the disposition
made of it, either hope or fear are produced, for
example the same emolument of by which at one time the
hope of obtaining it at another time his fear of losing it
has been produced, the impression produced by the
losing it is in general stronger than any that can have been
made by the fear of losing it. He who possesses £100, and
no more would suffer more experience more suffering from by the loss of that same
he would enjoy experience enjoyment from the
£100: and so on whatsoever may be the ratio of loss and
possession.
