Greece. J.B.s Observations on particular Articles
Now then as to the inaptitude of the body itself, and of the
arrangements by which existence is given to it.
Of all the arrangements that have application to it, the
only one that in my eyes wears the character of aptitude
is Article 22 in which the function of this body are declared
not to endure beyond the term of a year. How then should
it be found unapt, how is a door left open for the exclusion
of it.
First as to the person or persons whom the members of this body have been, or are to be chosen:
this is more than I am able can find any means of determining.
By In Article 18 after saying that the number of its members
is five,it is said that they are chosen hors de sein des
Senat legislatif. Here is a fault somewhere: namely either
in my acquaintance with the French language, or else in the translation
made into that language from the Greek originals. Is it that the
members of this Council must be or that they must not be
members of the Legislative Senate, at the time when the choice is
made? This is a doubt to which I am now not able must
confess myself unable to find the solution. But in either case the
objections I see applying to it apply with not much less than equal force.
From the remainder of this same Article I see that the
manner in which this Council is to be formed is a matter
which remained to be settled by according to an set of acts to be established a special law as yet not made.
