Think on this occasion of Napoleon Bonaparte. Think of all the
allied Despots who have have succeeded to all his bad qualities, without
any of his good. Think of those allied despots not forgetting the
one who was the aroused partaker of their wishes & endeavours
though alas! the form of his Government did not admit of his being
a party to their holy hague.

Mahometan & Jewish Natives. First as to Mahometans. In
relation to this part of the population, what is the most eligible
course than can be taken: the government being supposed established
in the hands of the Christian part.

To put them all to death, surely can not be in contemplation:
as little to expel them all by force. In some number of other
absolute & relative: relative in relation to that of the Christians
they will continue in the territory of the State.

Here the first object or end in view is that which in dictated
by Self regarding precedence. Against hostility on their part
when reduced to the condition of subjects every necessary precaution
must of course be taken.

The next object or end in view is that which is dictated by
Effective benevolence. Treat them with as much kindness as the indispensable
regard for your own safety will permit.

The more closely the matter is looked into, the greater will
be seen to be the extent, to which the dictates of effective benevolence
will, in this instance, be found to coincide with those of self regarding
prudence.

Provided no Mahometan be admitted to a seat in the Legislative
Assembly, or even if the multitude of seats capable of
being filled by Mahometans were limited to a certain small number,
so small as to be considerably short of being equal to the
number filled by Christians, votes in the Election of Members to the
Legislature Assembly need not be refused to them. Such of those
Mahometan votes as could not be given in favor of Mahometans in the
