Notoriety — Off. of Intelligence
The Law will then be, a body of Science collected from the wisdom & experience &c
Then will the Law be the collected wisdom and experience
of the whole nation, not in fiction only, but in reality.
There need be no great fear of a want of correspondents.
Men are ready enough to tell their
grievances, when any one will hear them: how much
more therefore, when they are sure. that those
will always hear them, who [only] can alone redress them?
The incidents which can be communicated may be reduced to
are reducible 2 classes 1. Such as tend to shew the hardships of resulting from the Law's execution: & such
as shew tend to point out the obstacles to it's execution,
or it's inadequacy even when executed to the end designed.
Those of the first class are of course to be expected
from the persons in ques: of the latter,
from those pro questus: and both from the those [Country]
Magistrates whom it is to be hoped a sense of the
