In the establishment of a daily paper it
was proposed,
1. That it should be perfectly independent of
all parties, and strictly impartial, [while professing the
great and general principles of liberty. +]
+ Rather general benevolence: liberty is valuable only as a means to an end: the
word was always very vague: is not now very and the profession will scarcely be understood
as consistent with impartiality
& Authenticity - Impartiality - Decency - The motto does no more than disclose
Partiality and that not directly but argumentatively only, & that only in as far as may
be inferred from the absence of some of its causes. As an appropriate
motto the following quotation from Tacitus was recommended
Non mihi, Vitellius, Otho, Galta, injuria ant beneficio
cognito.
2. That all profligacy, personal abuse, and scurrility
should be rigorously excluded.
3dly. That as extensive a foreign correspondence
as possible should be procured; and a diligent translation
made from the French, Italian, and German papers, using
as much compression in the extracts, as sense and
facts might admit. Add America & E. Indies; & do
4. That none but respectable literary talents
should be engaged in England.
5. That any reasonable sacrifice should be
made to obtain an editor on whose probity an entire
dependence might be placed.
6thly. That the number of shares should not
be less than four, nor exceed six; and that a majority
of the proprietors should be able to contribute
literary assistance, and to conduct the business.
7 That such proprietors as should only furnish
