Observations
Explanatory of the Amendments subjoined
to the Copy Draught of the Penitentiary Contract as [+] [+] it stood on the 28th day of Decr. 1795 being the day date on which the approbation of the Attorney General's was signed signature
printed in the 28th Report of the Committee
on Finance dated 26 June 1800: which Amendments
being are expressive of the recent Alterations
indicated by the alteration of the originally
proposed number of 1000 Prisoners to 2000
by the rise of prices and other incidents that have some
intervening to exercise the expence of building and maintenance
and by the contingencies to which the completion
of the requisite Spot of Ground
still expand.

1. Money for Building
1 The original allowance for building according to the
Proposal delivered in in March 1793 was £15 per head
2 In August 1795, being the time when the terms of the
abovementioned printed Draught of Contract were adjusted
with Mr Long, the expences of building had been so far
enhanced in comparison of what they were in March
1793 that in consideration of such enhancement, the
terms were augmented from the £15 as abovementioned to £19,
at which price they are calculated in the said Draught.
But, since then the said month of August 1795, the expences of building have undergone
a further enhancement, which remains to be allowed for
and concerning which a calculation is now making
