3. The Architectural part of the business had from the first
been planned and conducted by General Bentham who not only
in March 1793 but so lately as in August 1795 was
free to bestow his whole time thereupon, and would accordingly
have executed the whole, with no other than such
subordinate manual and other assistance, the expence of
which was not regarded as considerable enough to be brought
to account. But since that time General Bentham
having been engaged in his Majesty's service in his present
situation of Inspector General of his Majesty's Naval
Works, the whole of his time has been completely engrossed
by the duties of that office: nor has Mr Bentham been
able to he since his acceptance of that appointment
bestowed upon the subject to the amount of a single
day of his time: nor has Mr Bentham any the smallest
hope of obtaining from him any further assistance whatsoever.
This being the case, partly by reason of a variety
of at improvements that have presented themselves, partly
by reason of the recent increase of the number of prisoners
to be accommadated from 1000 to 2000, and thence in
the magnitude &c of the prison, the whole business of preparing
drawings &c remains to be performed de novo, as if nothing
had been done. In consequence, the The additional expence of a
Surveyor becomes is now become indispensable: the amount of which expence
as is well known is, according to the current price per Cent on the money
to be otherwise expended.
