1 Expence per head as per price in August 1795

II. Advance for Stocking &c. II. Annual Head-money for Prisoners' maintenance.
By the terms of the first rough Draught of Contract
as settled with Mr Nepean in August 1793, £12 wh
a year per head was the sum per head, nor was
any alteration made in this sum by the terms of the
Contract as settled with Mr Long in August 1795.
Subsequently however to the date of Mr Benthams
original Proposal at any d rate, as also if he
is not mistaken, subsequently to the said Month of
August 1793, perhaps as also and as he rather believes to
the said month of August 1795, prices in general
and in particular the prices of provisions had
undergone such an enhancement, that in consideration
thereof 1d 1/2 a day amounting to £1: 10s: 3
has a year, has ever since been added to the allowance given to the several Contractors
for the Hulks, and this notwithstanding
the large profits they were known to have made
in the course of so many preceding years. In the course
