III Advance of annual a Year's Head money, for
expenses of Stocking, coming in &c
The number of prisoners to be provided for in the
construction of the Building being now 2000 instead
of 1,000, i:e: doubled it might seem of course that
the amount of the advance in question should
be doubled likewise. But considering hat it was
certain that the number of prisoners capable
of being committed to his charge in the first instance
would amount to 1,000, whereas, to judge from the
numbers reported to the Committee of Finance in June
1798, about 1860 in the whole it seems probable that the number
capable of being committed to his charge at
in the first instance will scarcely equal amount to quite 2000,
and observing with regret how much to what
a degree the first year will, according to the statement
above given be loaded with expences
not to be capable of reduction, be will endeavour, and hopes to be
able to make shift with the year's advance upon the originally
intended number of 1000, taking for the first year the allowance
upon any additional number in quarterly
payments, in the same manner as the allowance
will be taken in all succeeding
years.
The only addition expected under this head
will therefore be that which will result from the
proposed increase of to annual head money from
£12 to £14 as abovementioned, and which instead
of £12,000 for the amount of the advance will give £14,000.
