Whe Under the original Penitentiary plan, carried on
as it was to be on Government account by conductors without personal interest
in the concern, and the Conductors after obtaining
6 80 Acres at Battersea Rise for no more than 600
Male Convicts, asked required and in the first instance obtained
27 Acres more at Wandsworth for 300
Females Mr Bentham, after obtaining the assurance
of the above 96 Acres for when it was not clear
that any more than 1000 Prisoners were to be provided
for on that quantity of land, requires no more
now that the number to be provided for is settled at
2000. This is one among the many proofs of the
advantage of dealing with an individual when
demand are restrained by the prevailing jealousy
of private personal interest, instead of dealing with
a set of conductors upon whose demands there is
no such restraint.
