"The design being human
"multiplicity of capital
"offences is excused."

The design here supposed
is as above altogether
destitute of foundation. p. 26.

indiscriminate execution

- their relaxation trusted
to crowns benignity, p. 26.

While the power of pardon
exists, this observation
not more peculiarly applicable
to this than
to any other laws. p. 26.

But this trust which
Paley here speaks of as
if created by some Statute,
has no other foundation
nor creator than
his own imagination
of the benignity of the
Crown, post. p. 27

Penal laws how got up.
- A man's Potatoes are
stolen - A Bill making
this offence capital is
framed by the help of an
attorney & being presented
by the Court member
passes, consistency
barring all objections
the stealing of turnips
being already capital. p 28

If opposed the argument is drawn
from the multiplicity of
penal laws, which would
cease to operate if the man
who uses it were to lose
his carrots & were to bring
in a bill to make the stealing
of them capital. p 28.

Short of inserting a clause taking
away the power of pardon
from Potatoe stealers, all here
done by all the parties concerned
that can be done towards
the depriving the Crown of that
trust the existence of which
Paley feigns. p 29

The creation of this supposes
a cooperation between the trustees & the patron of turnips, such
nobody but Tomancers like Blackstone & his
believers ever imagined. p. 29.
