If to the exercise of the power in each instance it
be sufficient that the single will of any one of them be
sufficient, the greater the number the more efficient the
aggregate mass of the power thus constituted, and the greater
the defalcation made by it from the effect of the general
disposition of the law.

of comparison, be it so: if positive, which a signification
which though not according with the grammatical
form of the word, is a signification frequently in practice

be termed an inferior officer: independently of any other
a power of this sort would be sufficient to give place to the individual
