If to the exercise of the power in each instance it
be sufficient that the single will of any one of them be
sufficient, the greater the number the more efficient the
aggregate mass of the power thus constituted, and the greater
the defalcation made by it from the effect of the general
disposition of the law.

to be given be comparative, the thing being the object
of comparison, be it so: if positive, which a signification
which though not according with the grammatical
form of the word, is a signification frequently in practice
given to it, the proposition is then a truism, and
is perfectly sosuch as to be an identical one, An officer
toin whom any such power was exclusively as well as
avowedly given confirmed, would th could not with any propriety
be termed an inferior officer: independently of any other
a power of this sort would be sufficient to give place to the individual
in whom it were vested, a very superior power

as will presently under the present practice but too apparent, under the present practice
