3. Imposing upon Addressing itself to and the man of probity, if any such
there be, to whom the removal of the mischief would be
a source of real satisfaction, it points his attention and his
hopes to a wrong hand source: to the hand by which the
mischief was planted, and in point of which the
extirpation of it would be to an act of suicide. not to
the hand in which and in which class the power is
to be found, and by which, whenever will and power
meet power to which adequate knowledge is necessary must
the mischief will be eradicated - but to the hand in to
which neither the will nor
power so much as the, can ever in the
nature of things the case be to be found:- the hand to which the mischief <add>is <add>itself all profit</add> by which the mischief
was originally planted, by which it has ever
since been carefully nursed and in the part of which
the extirpation of it, were it possible could be an act of suicide.
4. It tends toto plant and nurse in his mind the persuasion make him believe that by these
by whom the mischief is thus practiced at the cessation or
at least the mitigation of it is really desired: and would
upon occasion be really indred at: whereas, with
here and there a rare and purely casual exception, taking them in a body any such
desire or endeavour or desire are alike impossible.
