But, so long as the danger persons class of depredation
which here are thus placed under the dominion of
which is called disention, none are included in which these
legislators and or their associates have any fear of
finding themselves, such as those for instance in
which instances depredation (in common language) takes the reason of
theft(and in lawyers jargon has made to receive the name of
felony larceny) what becomes of them is of course matter
of indifference.

Accordingly matters are so ordered, and
the state of the law letter and function together
are so framed, that to the number of some hundreds
not to say thousands, in every year, depredators
of the class of thieves find themselves on convictions
on such a condition that whether they shall live
or die depends upon the arbitrary will of some individual
or small knot of individuals belonging to the
fraternity of lawyers: and not of any one
single individual, known for distinguished from in each instance
from the rest, and by its having been known on each occasion for
the satisfaction of the public what the part is
what he takes and what the considerations are
by which in the character of reasons he has been
determined to take that part, but upon thereby
being rendered for the <add>justice and propriety of it</add> for the propriety in point
of character not least, but of an individual or
individuals of concerning whom every thing is has been kept in
a state of compleat uncertainty and uncognisabilty
as compleat a corruption as heart can wish:
