object of this paragraph may be is more
than I can take upon myself to determine.
It seems as if it had for its intention the
passing from the preceding topic of inquiry
into a fresh one; and after having proved
as above that the declared end of the Supreme
legislature ought to be defeated in nine
instances out of ten, to enquire by what hands
this contempt may with most propriety be
committed.

"reserved to the Chief Magistrate". Matter
of fact i.e. of supposed fact affected together
with matter of opinion — an act of the Judgement,
approving of that state of things in
the same breath. In the matter of opinion
viz that whatever power of remitting punishment
is suffered to exist might be vested
in the hands of the Chief Magistrate i.e.
under the English Constitution which is the
only one here in question in the hands of
the King to be exercised by his Signature
