conceive that when a man is urged by interest
or passion to do wrong
urged by interest or
passion erroneous judgement
to commit it, it is in the power of a
peachment in this strain, spoken or
written to stay the hand?

But enough of theory, it is time to
recur to facts. Let us consider how and
by whom the power in nine instances
out of ten, the declared will of Parliament
is defeated or in fact exercised

In the first place let us consider
such part of the power of pardon as
is exercised avowedly under that name

The first thing to be done would be
to ascertain the person of one other than
the King or to make out a list of the
persons if more than one by the means
of any one of whom, no other mind applying
itself to the business a pardon is procurable:
I mean in the case of those offences
