indeed the case such that the higher classes
of the community those to which the numbers
bearing a part in legislation, they and
their associates belong, could consider themselves
as exposed to any stranger from this
tyranny it would not be endured. It
would not be endured for example if those
whose depredations take for their subject
matter the public property and the crime
of speculation for the shape in which they
not were involved.
But so long as the class of depredators
whose lives are thus placed under
the dominion of what is called discretion
none are included in which these legislators
or their associates have any fear
of finding themselves, such as those for
instance in whose instance depredation
takes the name (in common language)
