Rule for avoidance of obscurity and not anticonciseness.suffusiveness. Rule 19 Speaking of functionaries postpone details of super-ordinate functions till you speak of the subordinates

When in speaking of one functionary under a lead taken from the situation of you have occasion to
speak of another functionary who stands bears ain a certain situation
towards him, say that of a subordinate, postpone the details
of that function of the superordinate till to the lead under
which are brought to view the function of the subordinate
in chapter, Section and Article mention it in in the way of reference 20 Example Justice Minister and inspection circuits

Exempt - In under the head of the Justice Minister
function on the occasion of that which in the performance
of the Inspection Circuits, mention among his functions
