The W.B. had at Mr.Broughams
request a long laudatory
article -& the very tone
was given to it that
W.B. desired in a letter
to Baldwin. I added
several pages for that
purpose

I have had in any
applications to allow
the W.R. to be the
channel for attacking
the second number of
the Library of Useful
Knowledge'- I through
that number W.B
himself, but I
have always refused

Dissenters

The original cause
of the distrust of the
Dissenter was Mr
Brougham's project
for putting the Education
of the people
into the hands of the
Church of England
parsons.

The real state of the
Dissenters is not known
to W.B. He knows
them through Mr.
Shepherd of Liverpool
who does not know
them -& through
Mr W.Smith who does
not possess the confidence
of the body, in consequence
of the amiable
weakness which has
always deferred the
Dissenting questions
to the wishes of the Tories
& Whigs in turn. As
far as the Unitarian
Deputation is concerned
we were directed by
our constituents to
urge the matter forward
in a late occasion
& have received the thanks
of the body for the
part we took.

Time-serving

There has been no
laud of ministers in
the W.R. except for
specific acts - thus
liberalizing the
commercial system
& their beginning
law reforms - great
laud has been promised
them if they would
repeal the Corn Laws-
diminish the expenditure
& go forward
with Judicial improvements,
- but no more
than promises has been
given.

On many occasions
the Whigs have been
praised - & assuredly
they shall have every
encouragement that
praise can give them
for proceeding in the path of reform
