Morning Chronicle 31 July 1819

Upon the recent occurrences in different parts of the North, Mr
Justice Bailey made the following very sensible and forcible observations
in his address to the Grand Jury of the County of York, on
Monday last.

Extract ..... It was a favourite opinion with many, that taxation
was the cause of all the distress experienced in any part of the
Country; but if it could be shewn that the lower classes derived
their employment and comforts from taxation, it could not be
fairly alleged that they were prejudiced by taxation. It was undeniable
that the prosperity of the Country had encreased in exact
correspondence with the encrease of the National debt. About
£40,000,000 annually were, by means of a our national debt, and taxation,
circulated through the Country, affording capital for great
undertakings, creating credit and confidence, and diffusing
among all classes Industry and wealth. If no national
debt had been accumulated, and accumulated to an immense
extent, where could the money saved by Individuals be disposed
of? It would either lie dormant, and industry would be
checked, and enterprise enervated; or it would be conveyed to
foreign Countries, and this Country would be reduced to the
unhappy situation of beholding with envy and regret some
other Country flourishing by means of Capital to which
we gave no employment. These were not hasty notions, which
he had adopted in consequence of recent events; they were the
deliberate and long established conviction of his own mind,
and he had come to that conviction after the fullest consideration
of the ablest writers on the subject.
