New Hanover Constitution – from the Scotchman in Morn.
Chron 18 Novr 1819.
"they voluntarily promised the Hanoverians, a
"Constitution, intimating by proclamation that it was
"not intended 'to take advantage of the overthrow of the
"Germanic Constitution by the restriction of their rights;'
"and they have given a Constitution, but what does
"it amount to? The States, which had all some rights
"before, and some of them very extensive ones, are all now
"represented by 101 Councillors or deputies, composed of 48
"Nobles, chiefly in the employment of Government; 10
"Clergymen, all of whom but one hold their appointments
"at the will of the Crown; thirty seven from
"Towns, elected by Magistrates only, who are themselves
"either appointed by the Crown or dependent on it;
"and six for the holders of free property. The whole
"Members are paid of by Government, and there are
"only 29 of them that do not hold some other office
"under it. The assembly thus constituted, is very naturally
"called the Jahn Gesellschaft, or the assenting Society,
"whose deliberations are all secret: And lest anything
"should be known indirectly, our Ministers have just
"revived an old law, subjecting the press to a rigorous
Censorship."
