Morning Chron. Novr. 22d. 1819
Extract from.
N.B. This was in the Times, several days before.
"Extract of a letter, dated Corfu, Octr. 7.
"The system of taxation, which now prevails in these Islands,
"and which is becoming daily more burthensome, has for
"some time been a subject of serious apprehension with those
"who are acquainted with their affairs, and know the nature and extent
"of their resources. The extraordinary expences attending various
"undertakings, such as the erection of a new palace for the
"Lord High Commissioner, the exorbitant salaries granted to the Members
"of the Senate and the Legislative Body Body, together with the
"new appointments created by Sir Thomas Maitland, so greatly
"exceed the regular revenues of the these States, that it has become necessary
"to devise extraordinary measures for supplying the deficiency.
"The new Constitution having given Sir Thomas Maitland
"a direct influence and controul in the nomination of the principal
"functionaries, the propositions emanating from his Excellency
"experience but little resistance on the part of the Legislative
"Assembly, disposed, as the Deputies obviously are, to support
"all projects tending to fill the public chest from whence their
"salaries are derived.
"In addition to the ordinary sources of revenue, the
"Government daily resort to new taxes. In September last, an
"impost was laid on the flocks and herds, which are very numerous
"in the mountainous parts of Santa Muara, Cephalonia, and
"Zante. The experiment of this financial measure having been made
"on the first of these islands, the Country people remonstrated
"with the local authorities; but before redress could be obtained,
"an insurrection began in the village of Sfachiates and
"soon spread through the rest of the Island; the people opposed
"the collectors of Customs, whose chief, Sig. Siciliano, was
"killed. Military force having been sent from the Garrison,
"the insurgents on the 3d inst. proceeded towards the City. Major
"Stovin, the British Commandant, with part of the Garrison,
"took up a position on the hill that commands the main road,
"with a view to protect the town; and on the approach of
"the insurgents, a regular action took place, in which it is
"said, that 13 men were killed, and several wounded on both sides.
