"Letters and Gazettes have arrived from Naples
"to the 18th ult. The Treaty concluded by General Pepe with
"the citizens of Palermo was submitted to the Parliament at Naples
"on the 14th, and rejected unanimously by that body. The
"rejection is believed to accord with the popular feeling on that
"subject. A Proclamation was in consequence issued on the
"following day for the Vicar General, declaring it void and
"of no effect. Gen. Pepe was immediately recalled from Palermo,
"and Colletts, with a force of 6,000 men, appointed to
"succeed him, and to reduce the Palermitans to an unqualified
"submission. The accounts from Palermo were of the
"12th, at which period affairs continued in a tranquil state.
"The citizens had so far fulfilled their share in the convention
"as to surrender the forts and batteries, together with all
"their Neapolitan prisoners. No attempt had been made,
"however, to disarm the Sicilians, who remained, therefore, in
"a state sufficiently formidable for the recommencement
"of hostile operations. It remains to be seen how far Naples
"will consent to receive benefit from the stipulations of a
"Treaty, the final ratification of which is refused by the Parliament."
