"Naples April 28th.
... "By the finance accounts submitted to Parliament in
"December last, now before me,
The consolidated debt, inscribed in the great book of the kingdom
consists of perpetual rents and pensions, or life annuities. In 1815 the
perpetual rents amounted to – 940,000 ducats.
In the course of the last five years they
have been increased by – 480,000
Making, in July last a total of – 1,420,000
The amount of pensions in May 1815 was – 1,044,121
The addition in the last five years – 338,654
Making a total of – 1,382,775
Of these annuities a portion must be falling in every year. The
suppression of the Monasteries, which created 600,000 for the support
of the monks & the retirement of civil and military officers,
is the cause of this amount. The floating debt would occasion, if
funded, an inscription of about 500,000 of rents, making the Neapolitan
debt in all somewhat more than 3,000,000 of ducats
in rents, or 60,000,000 nominal capital, supposing the half
of it were not as it really is, only life annuities. The annual
revenue of the kingdom, by the same financial statements,
is made to amount to upwards of 20,000,000 of ducats.
In 1819 it is estimated at – 20,013,433
And in 1820 at – 19,394,168
The estimated expenditure exceeded the income by nearly a
million.
More than six millions of the revenue arose from customs.
The interest of the Neapolitan debt is thus only about a seventh
of the revenue, while in some countries that might be mentioned,
it amounts to more than two thirds. But Neapolitan credit
is not like English: & the 5 , are at 62, while owes are above
100."
