"Conspiracy in Prussia. (From a private Letter) Berlin June 26.
To R.D.
Copy to the end of
this Letter.
A conspiracy to introduce the Spanish Constitution into Prussia has been
discovered. At the head of it stood a Nobleman in the neighbourhood of
a relation of M. von Humboldt the late Minister. A great number of
country people had pledged themselves by oath to support him, his design
was to take by surprise Stargard, a strong town, where a depôt farms
belonging to the Landwehr would have furnished the means necessary for
such a project. He probably stood in connection with some powerful people
in Poland, where the Russian Government is much detested. A short
time before the Conspirators intended to begin their work, the plot was
discovered & 14 members arrested. The Government is anxious to prevent
any thing transpiring of this accident, which although ineffectual proves
enough that sooner or later, our military despotism must have an end.
The Government plunges itself from day to day, in greater embarrassment;
for, in spite of all the restrictions, the expences are greater than the
revenue, because the soldiery swallows up such enormous sums. It is
true the King promised that our debts should not increase, but this
promise is, as you see, not worth more than his former one — to give
us a Constitution. A Loan contracted by the Province of Brandenburgh
in time of war has thrown the Government into a singular perplexity.
The Ministers have no money to repay the loan, they proposed an agreement
to the chief members of the States of this Province which these Members
refuse to enter into without the consent of their colleagues. The Government
ought therefore to assemble the states, but the Ministers dare not
run such a risk; they in consequence form schemes over & over to get money,
but as it seems without effect. Several people are detained in prison
for more than 2 years, without receiving sentence, which give you
an idea how justice is administered in this country."
