Morn. Chron. Aug. 7th 1821.

"The Algemeine Zeitung to the 26th ult. & other German
Journal arrived yesterday evening. The following is the only article
in them worth extracting:—

"Warsaw July 2.

"Mr Heltman, of the City had taken it into his head to print
some copies of the Polish Constitution of May 3, 1791, which he sold
for about a penny a piece. It is not known whether Mr Heltman's
design really was to excite among the Poles dissatisfaction with the
Constitution so graciously given to them by the Emperor & King.
However his proceeding has been disapproved of by the Government,
& he has been called to account for it. In consequence of the legal
proceedings instituted against him, Mr Heltman has been sentenced
to several year's imprisonment."
