Morn. Chron. Septr 4th. 1821. "Kingston, June 30th.
"Our advices from Santa Martha are to the 16th
inst. By then we learn that the Installation of the first General
Congress of the Columbian Republic had taken place in the village
of Rosario del Cucuta, on the 8th ult. His Excelly the Vice President
Antonio Narino, General of Division, was appointed by the Congress
of Columbia to assemble the 57 Deputies (elected by the only 19 provinces
which had it in their power to do so,) who were present in
the village, according to the Fundamental Law of the 17 Decr 1819.
The Assembly having met his Excelly the Vice President
read a speech applicable to the act, which having concluded he
rose & asked if the Deputies were of opinion that they might (or ought
to) proceed to the Installation of the Congress? It being unanimously
agreed to, the Vice President said, "The general Congress of Columbia
is lawfully installed: the national Sovereignty is at its disposal."
A numerous concourse of people (full of rejoicings & enthusiasm)
cried, "Long live the Republic: long live the Congress,"
The Deputies afterwards took the customary oaths.
At the proposal of the Vice President, they proceeded to elect
a President and Vice President for the Congress, when by a
majority of votes Senor Felix Restrepo was chosen President &
Senor Fernando Penalver, Vice President."
